A “long neck” (or “long reach” / “neck relief”) end-mill is a tool with an extended neck (shank-to-cutting length) or reduced-diameter neck region so the cutting flutes can reach into deeper or more restricted areas, while the shank/holder remains clamped. These are useful for applications like deep cavities, ribs, mold work, or when side-wall clearance is required.
Key features and specs you’ll see:

Extended overall length or longer “length of cut” (LOC) or “below shank” portion. For example: “long-neck radius end mills for hard materials” in Union Tool Co. catalog.

Neck relief: the section below the shank is often thinner (neck diameter smaller) or at least has clearance so the part wall doesn’t interfere. Example: a “long neck corner radius end mill” from INMAN TOOLS, Material: carbide, coated, for HRC 55/65 steels.
